DPAS II - Revised Update Local leaders push back When local education association presidents gathered recently, they turned immediately to the grievances and battles they have had regarding administrators changing DPASII. Caesar Rodney EA even filed a class action grievance when the district tried to require teachers to answer 39 questions and provide evidence and artifacts – a 6-1/2 hour task not part of DPASII! Bottom line: The state mandates that we follow DPASII (which already provides for some flexibility). Tweaks, if approved by DoE, are permitted. Not enough time to implement, however, is still a potential problem, especially for newer teachers. Component V results now available for DCAS subject teachers Component V Measure A (the DCAS student test results) for teachers are online now nce all of a Group 1 educator's students have completed their DCAS Spring testing, the official report will be available within 48-72 hours and can be found behind the Identity Management System (IMS). The Measure A rating you see will be part of the spring conference and the overall Component V rating. The state's Component V policy framework provides administrator discretion in several distinct scenarios. Please refer to the DPASII Guide for Teachers for more clarification. All districts have until July 1 to enter their teacher evaluation data into the state's Evaluation Reporting System, ERS. If your report contains any inaccuracy or discrepancy that you believe might change your overall Component V rating, the Department of Education has established a review process that can be exercised beginning June 3, 2013. See the box to the right. You will be provided an updated report ONLY if your overall Component V rating changes. O www.dsea.org The Component 5 Teacher Report, for DCAS teachers, looks like this, and can be found behind the Identity Management System (IMS). (RE-RUN IF NECESSARY) 5. Updated reports will be available electronically, no later than July 22, 2013 if the overall C-V rating changes. Evaluation process to change he Dept. of Education is proposing changes to DPASIIRevised for the next school year. They deal with observation flexibility, waivers of appraisal criteria, summative evaluation ratings and giving some discretion regarding Improvement Plans. The State Board of Education will accept written comments on them through the end of business on July 5. Send your comments to Susan Haberstroh, Dept. of Education, 35 Commerce Way, Suite 1, Dover, DE 19904. The State Board will review them at their June meeting. They will then vote on them in July .
