DPAS II - Revised Component 5 update More changes, training opportunities, as DOE hears from you about the ups and downs of student testing and Component 5 - by Debbie Stevens, DSEA dir. of instructional advocacy ver the past year and a half DSEA has met with Delaware���s Dept. of Education (DOE) on a regular basis to address issues and share ideas about DPAS II and particularly about changes in Component 5. As Component 5 was implemented in August for school year 2012-13, a number of issues surfaced. Some of the major issues highlighted by DSEA leaders, staff, and members included: O ��� the serious lack of information/training on Component 5 ��� technical and quality issues with the multiple measures, and ��� dissimilar district compliance with the new system. DPAS II workshops on completing Comp. 5 scheduled by DOE for school teams he Teacher & Leader Effectiveness Unit is offering DPAS II ���Spring Conference Training��� for school based teams of 3-4 educators This training will cover the procedures and processes required for Component V completion within the context of the overall evaluation system, while discussing the guiding principles of this work. The training will also provide time for collaboration around how to best utilize this annual opportunity for professional conversation, reflection, and meaningful feedback for educators at the close of the 2012-2013 school year. T The training is scheduled for the following dates: SUSSEX COUNTY Thursday, February 14, 2013 NEW CASTLE COUNTY Wednesday, February 27, 2013 SUSSEX COUNTY Friday, March 1, 2013 More changes/news from DOE about Component 5 KENT COUNTY Tuesday, March 5, 2013 NEW CASTLE COUNTY Friday, March 8, 2013 ��� the amount of time spent on testing, ��� lack of clarity around goal setting, and ��� the additional amount of work/time testing requires of educators, ��� growth goals not matching the work being done. The DOE held meetings in each county during the week of January 28 ��� the demoralizing effect of the testing on some student populations, Check with your building principal in order to register to be part of your school���s team. ��� the lack of student accountability and responsibility when taking the tests, ��� the desire for more district/ teacher developed multiple measures, ��� applying the required testing to the special education population, ��� the lack of materials/equipment to administer the tests, ��� professional conferences not being held, ��� difficulty understanding the ���teacher of record��� requirements and defining a suitable cohort to measure, ��� the Component 5 system not clearly explained at the beginning of the year, ��� the lateness of the pre-test availability and implementation, ��� the lack of sufficient answers to questions, ��� the validity/reliability/quality/ rigor of the multiple measures, www.dsea.org hey are also letting the districts decide the close of the testing window for the other multiple measures. All districts will have until July 1 to enter their teacher evaluation data into the state reporting system, ERS. T KENT COUNTY Friday, February 22, 2013 President Frederika Jenner has strongly urged Secretary Murphy to get out into the schools and solicit information from the people directly impacted by these changes ��� you, our members. In response, the Department has taken the following actions. Approximately 50 educators met with Secretary Murphy and other members of the Teacher Leader Effectiveness Unit to share their concerns about Component 5. DSEA staff and leaders were there also. Some of the issues raised included: DOE has extended the DCAS testing window from May 6th to May 30th Comments were not all negative Some of the educators indicated that they were having no problems with the system. Some indicated that the conferencing with their principal was very positive and that working with their peers was a beneficial and motivating experience. Department staff took notes at each of the meeting and indicated that they would try to address some of the issues that surfaced for which they did not have an immediate solution. ��� DOE will introduce an online training module for Component 5 on February 14. This module can be viewed individually or used in a group setting in a faculty meeting or PLC. Watch for information about how register from DOE. ��� DOE will introduce a Teacher of Record training module for all Group 1 educators to be available in mid-March. Watch for information from DOE about how to register. ��� DOE will accept alternate assessment submissions from the districts from March through June. This is an opportunity for educators through their districts to submit pre and post district developed measures that could be used in place of the current ���B��� measures on the Performance Plus site. All measures must be reviewed by a contracted DOE vendor and receive DOE approval prior to being used. ��� DOE will re-open the TLEU hotline and other supports starting April 1.
