SPRING 2015 | wyoea.org 21 HB0231—Hathaway scholarships-exceptions from requirements. Modifies Hathaway eligibility criteria by allowing "good cause" eligibility prior to the graduation date of the student's class, such as showing that the student is legally emancipated or is a parent or legal guardian of a minor. SF0008—State education accountability and assessment. Numerous and varied changes to the Wyoming Accountability in Education Act and to assessment requirements. SF0020—School finance-excess mill levy rebate. Repeals the reduction of recapture payments for school districts levying more than the statewide average mill levy for the repayment of bonded indebtedness. SF0060—Deferred compensation plan-automatic enrollment. Provides for automatic enrollment in the state deferred comp. program for state employees starting or returning to work on or after 7/1/15; offers an opt-out option. SF0091—Charter school eligibility-bonus payments. Effective SY 2015-16 and after, charter school employees will be eligible for any salary adjustment for district employees which is funded by the legislature & is in addition to the foundation program amount. SF0098—School athletic safety. Adds rodeo, wrestling, & cheerleading to the definition of sports/recreational opportunities in the existing WY Recreation Safety Act. Clarifies immunity provisions. BILLS WEA MONITORED THAT FAILED HB0035—Boards and commissions-removal of appointed members. Would have required a member of a state board, commission or other bodies appointed by the Gov. to notify the Gov. when s/he fails to meet or maintain qualifications as specified, including but not limited to residency or political party affiliation. HB0094—Parental rights. Would have prohibited the state from infringing on the right of a parent to direct the upbringing, education, & care of his/her child without demonstrating that it is a compelling state interest addressed by the least restrictive means. HB0179—Education-state board membership. Would have made the State Supt. an ex-officio, non-voting member of the State Board of Education. HB0190—Hathaway scholarship program grade point average. Would have modified the definition of "GPA" for purposes of Hathaway eligibility by adjusting for the rigor of courses. HB0191—Education-Hathaway scholarship requirements. Would have increased the number of hours considered "full-time" for Hathaway purposes, & would have allowed a certain number of remedial hours to count in that determination. HB0204—Campus security study. Would have required the WY CCC & UW to jointly conduct a study of the security of WY's community colleges & UW, as specified. HB0226—State board of education-members. Would have made approximately half of the State Board of Ed. positions elected and half appointed. HJ0002 and mirror bill SJ0005—State superintendent of public instruction. Would have put it to a vote of the electorate to eliminate the State Supt. as an elected position. SF0107—Federal education funds study. Would have required a cost/benefit study of federal public education funds received by Wyoming. SF0127—Transportation and education revenue distribution. Would have diverted registration fee revenues currently distributed to local school districts and to the School Foundation Program, but replaced the funds with severance tax monies. SJ0003—Limitation of authority. Would have asked Congress for a Constitutional amendment proposal prohibiting the infringement of the US government on the states' educational rights & reserving that responsibility for the states.
