SPRING 2015 | wyoea.org 19 BILLS WEA SUPPORTED THAT PASSED HB0010--Education-state authorization reciprocity agreement. Authorizes the WY Community College Commission to enter into reciprocity agreements with other states on the licensing of specified post-secondary institutions. HB0011--Distance education task force. Establishes a distance ed. task force to study specified aspects of K-12 DE programs for the purpose of informing the 2015 education block grant model recalibration. HB0023—Next generation science standards-2. Repeals the 2014 budget footnote that prohibited the State Board of Ed. from spending funds to consider the Next Generation Science Standards in adoption of state science standards. HB0067—Wyoming retirement system amendments. Amends the WY Retirement System, including extending the time limit for re-deposit of retirement contributions to 10 years after rehire, instead of 7. HB0071—Nursing education programs. Amends the WY Investment in Nursing loan program. HB0073—Development of education standards. Changes the mandatory review period for WY standards to at least every 9 years, instead of 5. Also requires the State Board to get stakeholder input on proposed state standards prior to formal review by the Board. HB0138—Worker's compensation for special education teachers. In addition to paras who are already listed in existing law, this bill adds specified certified sp. ed. teachers and related services providers to the "extra-hazardous occupations" category for WY Worker's Comp. SF0001--General government appropriations. Modifies the 2014 biennial budget bill, including providing a K-12 External Cost Adjustment to the school funding model. SF0010—Education Administration-1. Changes to existing statutes to make them conform to the Supreme Court decision regarding the State Supt. SF0037—State protection of data privacy. Specifies powers & duties of the Dept. of Enterprise Technology services over data privacy & dictates that ETS' policies & standards shall be the minimum privacy requirements adhered to by all state agencies. SF0057—School facilities appropriations. Modifies appropriations for school facility projects for the biennial period 7/1/14 thru 6/30/16. SF0074—Summer school intervention and remediation. Repeals certain existing statutory requirements for BRIDGES funding for before- & after-school & Saturday-school supplemental intervention programs. BILLS WEA SUPPORTED THAT FAILED HB0087—Content and performance standards. Would have required review of student content & performance standards at least every 10 yrs., and set certain parameters for the review. [Several provisions of this bill were amended into HB0073, which passed.] HB0103—Merit career-technical scholarships. Would have created a taskforce to study the establishment of a student merit CTE scholarship program. HB0117—Spending policy reserve accounts. Would have provided for the automatic transfer of funds from certain earnings on state investments as specified, including Common School Land funds. HB0118—Education-community college commission budget request. Would have studied implications of including performance-based financial incentives in the state CC funding allocation model. HB0144—Education-school safety and security. Would have created the Unit of School Safety & Security, to establish & administer a comprehensive statewide school safety & security program. HB0147—Wyoming council for education. Would have created the WY Council for Public Education for the purpose of identifying a common vision for WY's public ed. system. HB0164—Student data privacy. Would have prohibited the dissemination of any personally identifiable student info. collected by a school district in personally identifiable form except with the written consent of the adult student or the minor student's parent/legal guardian.
