With its new "Always Vibrant" tagline, and wine sales on the rise, the region seems to have discovered a breakthrough in the storm that's otherwise dampening Spain's recovery. "We are selling more wine now during the crisis," says Luis Alberto Lecea, President of the Consejo Regulador, Rioja's 80-year-old regula- tory control board.
