Spring 2016 | wyoea.org 15 TRACKING SUMMARY BILLS WEA OPPOSED THAT FAILED HB0072: Student assessments-optional participation. Would have allowed parents/emancipated students to opt their student out of any federally- or state-mandated education assessment. HB0073: Suspension or dismissal of teachers for felony prosecution. Would have allowed for suspension or dismissal of teachers, or termination of continuing contract teachers, for deferral of any felony prosecution. HB0090: School finance-transportation. Would have removed the transportation reimbursement to school dist.s from the block grant and changed/reduced the reimbursement calculation. HB0091: School finance-average daily membership. Would have changed the definition & calculation of ADM. HB0092: School finance-regional cost adjustment. Would have used the hedonic wage index to calculate the Regional Cost Adjustment for the school funding model. SJ0002: School capital construction-constitutional amendment. Would have created a proposed WY Constitutional amendment to allow the legislature to require local school boards to levy special property taxes in order to receive state funds for school construction & maintenance. BILLS WEA MONITORED THAT PASSED HB0052: School facilities appropriations-3. Appropriates school facility project funds for the biennium 7/1/16-6/30/18. HB0130: Juvenile detention facility-definition. A residential treatment facility which is operated for the primary purpose of providing treatment to a child is not a juvenile detention facility. SF0001: General government appropriations. "Budget Bill" that provides appropriations for next biennium. SF0041: State funded capital construction. Provides appropriations for cap. con. projects for next biennium, including several for WY community colleges & UW. SF0068: Budget shortfall measures. Provides a process for appropriations, expenditures, & other measures to address state budget reductions in the event of a shortfall. SF0094: Payment for educational services. WDE must pay for allowable educ. costs of children on Medicaid who have been certified as medically necessary to receive treatment in psychiatric residential treatment facilities. Does not apply to children who are court-ordered for placement. BILLS WEA MONITORED THAT FAILED HB0103: Recording legislative and other meetings. Would have required LSO to make & post online an audio recording of each public meeting staffed by LSO. SF0013: Severance tax distributions. Would have diverted a portion of the statutory severance tax to the General Fund and the Budget Reserve Account. SF0014: Student data privacy and transparency. Would have prohibited school districts from requiring or requesting a student to disclose or provide access to a digital info. account through a username, password, or other authentication. SJ0003: Introduction of budget bills-2. Would have created a proposed WY Constitutional amendment to clarify & specify that more than one budget bill may be introduced in a budget session without requiring a two-thirds vote of either house.
