Spring 2016 | WEAnews 14 WEA BILL TRACKING 1 BILLS WEA SUPPORTED THAT PASSED HB0013: Public records-student communications. Electronic communications solely between students attending a school in WY, as well as electronic communications solely between students attending a school in WY & a sender or recipient using a non-school user address, are not public records of that school. HB0019: Statewide student assessment. Makes changes to WY student assessments—see details in separate article. HB0080: Community college budget request recalibration. Modifies the standard & exception budget request processes for state appropriations for community colleges. Requires recalibration of the standard budget request every 4 years beginning with the FY2021-2022 biennium. HB0087: School finance-nonresident attendance. Modifies provisions for part-time students attending in a non-resident school district. SF0011: Youth challenge program. Extends the Nat'l Guard Youth Challenge Program to 2025. SF0015: Hathaway scholarship eligibility. Replaces language specific to the ACT, since that is a proprietary name. SF0032: Alternative school accountability. A more appropriate accountability system will be established for alternative schools. SF0047: Juvenile sex offender-risk assessment. For juvenile sex offenders, the degree of subsequent disclosure of sex offender info. will depend on the degree of risk of re-offense, as determined by the court. SF0081: School capital construction-charter school leases. Sets a standard for limitations on charter school lease payments under state school cap. con. funding. SF0097: Student and school safety call center. AG will establish a call center related to school & student safety issues, & will deliver info. as necessary to coordinate local law enforcement, emergency response personnel & school dist. officials. BILLS WEA SUPPORTED THAT FAILED HB0015: Education-school safety and security. Would have created a comprehensive statewide school safety program, including a statewide tip line for school safety and security. NOTE: Instead, SF97 passed—see under "Bills WEA Supported That Passed." HB0136: Lauren's law. Would have allowed students with IEPs under IDEA who have completed 4 years of HS to participate in graduation ceremonies as specified. HB0149: Supplemental assistance-school food service operations. Would have created a supplemental financial assistance program to assist school districts with covering the costs of food service programs. HB0158: Hathaway scholarship eligibility for noncitizens. Would have repealed a provision that excludes non-citizens and non-permanent resident aliens from Hathaway scholarship eligibility. SF0024: Supplemental at-risk funding for early childhood education. Would have allowed districts to use BRIDGES funds for early childhood ed. programs for at-risk pre-K children. SF0025: Hathaway scholarship program-award increase. Would have increased the award amounts for the various Hathaway scholarships. SF0050: Sexual assault-position of authority. [WEA supported the broader applicability to other district employees, but opposed the lower penalties.] Would have amended the definition of sexual assault by a person in a position of authority to include a teacher, administrator, coach or any other person employed by or serving in a school district; also would have lowered the penalty for a conviction. BILLS WEA OPPOSED THAT PASSED SF0037: Boards and commissions party affiliation. Allows 75% of the make-up of many state boards/commissions, including, among others, SBE, SFC, WY Higher Ed. Assistance Authority, UW Bd. of Trustees, CCC, & WY Retirement Board, to be from one political party.
