SUMMER 2017 | ADVOCATE 11 at the capitol Full Day Kindergarten • Appropriates $8 million in FY18 and $12 million in FY19 to the Early Literacy Grant Program to provide 3 year grants to schools with at least 90% FRPL to improve reading skills, literacy and profi ciency of K-3 students. • Allowed to be used for full day K or other K-3 literacy programs. JTED Funding • Continues to fund large JTEDS at 95.5% of the amount they would have otherwise received. • JTED Completion Grants: $1 million for completion grants to help high school graduates fi nish the JTED program they started but did not fully complete. Students would have to have completed more than 50% of the JTED program to be eligible. School Facilities Board (SFB) and Infrastructure • Appropriates $64.9 million to SFB for new school facilities. • Appropriates a total of $33.9 million ($16.9 million ongoing and $17.2 million additional one-time) to SFB for building renewal grants. • Appropriates $38 million in one-time funding for new school facilities approved between 3/2/16 and 3/1/17. • Allows SFB to use up to $200,000 in building renewal grant funds for lead remediation consultant services. • Reduces the time the SFB must approve an application for new school facilities from six months to fi ve months after receipt of the application. • In addition to the $8 million from the Corporation Commission, appropriates $3 million from the automation projects fund to the Broadband Expansion Fund to provide state matching funds for certifi ed broadband connectivity projects. Rural Schools • Appropriates $2.6M in one-time funding for rural schools. • Proportionally distributes based on average daily membership counts to school districts and charter schools. • Must be located in a county with a population of less than 500,000. • Local education agencies that "primarily serve" homeless or special education students qualify regardless of the county they reside in. Governor's Initiatives • Jobs for Arizona's Graduates: $100,000 in matching funds to expand Jobs for Arizona's Graduates (JAG), a school-based dropout intervention program for at-risk youth. • K-12 Computer Science: $200,000 in matching funds to advance statewide computer science initiative through the development of academic standards for computer science, including coding, and professional development for teachers. • School Leadership Training: $250,000 in matching funds to create 50 seats to train school leaders in effective management strategies. • University Bonding: $1 billion bonding package for ASU, UA and NAU to invest in.
