Educator Evaluation: where are we? Next year, however, is a different story Everyone – all teachers and spe- cialists – are to be rated on all five components as broadly defined in the chart below. For both DCAS and non-DCAS educators who give grades, the expectation is that "alternate meas- ures" to the state DCAS tests will be available as part of the Component 5 calculation. Some are being devel- oped this summer. District assessments will be considered DoE has announced that it knows In early June DSEA President Frederika Jenner brings EA local leaders to Dover for update on Component 5 as more details are worked out to discuss what they like and what we need more conversation about with the Dept. of Education. Pictured here from Colonial are Elaine Autry (left) and Nicole Markey. DCAS teachers to know their Component 5 rating by July 31 Grades 3-10 reading and mathematics teach- ers will receive an email from DoE on or about July 31 directing them on how to find their Component 5 ratings in the IMS system A s we know, for this past year (2011-2012), only DCAS teachers will be eligible to receive a Highly Effective Summative rating, which will include Component 5, Student Growth, and it will be based only on the results of DCAS tests. If you doubt the accuracy of your report, rating because of errors regarding students who you believe shouldn't be included, tell your principal and provide him/her with an accurate list. DCAS teachers who are rated Highly Effective and who teach at Dover High, Laurel Middle School or Delaware College Preparatory Academy Charter School, and who commit to staying at their school for two years, are eli- gible for a $10,000 "retention incen- tive" from the state's Race to the www.dsea.org Top Funds. (For a complete list of schools participating and not par- ticipating, go to www.dsea.org/ Accountability/DPAS II.html). (The expectation is that the "reten- tion incentive" will be available to more educators this coming year, but those conversations have yet to take place.) All other teachers and specialists will have their evaluation based on Components 1-4 only, with the high- est summative rating available this year being Effective. MEASURES: DCAS that "some districts, schools and teachers may have existing assess- ments that could also be used as Component V Alternate Measures." And they are encouraging districts to submit such home-grown assess- ments for consideration no later than September 14, 2012. According to the email sent to all educators at the end of June, the Department will use its current "Internal Measure Rubric" as a guide to evaluate assessments that districts submit. Find the rubric at www.doe.k12.de.us/csa/dpasii/files /InternalMeasuresRubric-V.pdf. For links to all of DoE's DPASII- Revised documents, bookmark www.doe.k12.de.us/csa/dpasii/defa ult.shtml. Not all schools are par- ticipating in the "reten- tion incentive" participate in these retention incentive bonuses. Most districts said No, thank D you. Many educators believe that individual monetary bonuses spur competition between teach- ers instead of cooperation. The idea that you might want "your kids" to do better than "the other kids" in order to capture one of a limited number of mone- tary rewards doesn't sit well with parents, either. Nor with many superintendents. "There's a belief among some non-educators," adds Frederika Jenner, a 39-year veteran ele- mentary and middle school teacher and now president of DSEA, "that teachers will work harder if there is some kind of financial incentive. This is insult- ing: the implication is that teach- ers may be holding back. That has not been my experience."
