Improving Wastewater Management Stormwater overflow, which dumps raw sewage into our rivers during heavy rains, represents a real environmental challenge for the region. In response to an EPA consent decree, the Allegheny Conference convened a blue ribbon panel chaired by Jared Cohon to determine ways that wastewater management in the 83-municipality ALCOSAN service area could be improved through greater regionalization. "We've made real progress in improving the way our region's stormwater system is managed. Work is under way to transfer trunk sewer lines from municipal control to ALCOSAN, to broaden suburban representation on the ALCOSAN board and to implement regional green infrastructure initiatives." – Laura Ellsworth Chair, Pennsylvania Economy League of Greater Pittsburgh 14
