SF0109-Freedom of teachers in protec ng students. Would have allowed possession of firearms by cer fied professional employees possessing valid concealed carry permits on school district property. BILLS WEA MONITORED THAT PASSED HB0001/SF0001-Budget Bill. Provides appropria ons for the biennium 7/1/14 thru 6/30/16, including funding for K-12, Higher Ed, K-12 & HE facili es, & state agencies. This bill also included provisions or footnotes that: prohibit WDE & SBE from using their appropria ons to review or adopt the Next Genera on Science Standards; provide increased funding to CCs based on class comple ons; provide a K-12 ECA for each of the next 2 years; provide raises for K-12 & CC employees; provide funding for dual language immersion programs; require a study of school facili es safety & security; require state agencies to develop school crisis management plans; & require coordina on of state agency funding for early childhood programs, as well as establish an early childhood educa on grant program. HB0040-State employees' and officials' group insurance-membership. Allows BOCES to par cipate in the state group insurance programs. Also, grants the State the authority to audit payroll records of voluntary par cipa ng employers to ensure compliance with program requirements. HB0062-General procedures for licensure boards. Establishes some standardized du es & procedures for the various licensing boards, including PTSB. HB0096-Professional assistance programs. Broadens the defini on of professional assistance programs for licensed professionals, including educators licensed by PTSB, to include mental & behavioral health referral or treatment. HB0104-Educa on-consent to release student informa on. Provides for parental consent to release contact informa on for their student under 18 who is dropping out of school to the WY Na onal Guard Youth Challenge Program. HB0123-Unified administra ve code and data base. Provides for uniformity to state agency rules & regula ons, as well as establishment of a state rules database accessible online to the public. SF0015-Community college major maintenance. Requires the adop on of a formula for major maintenance for community college facili es that are used to provide approved educa onal programs. SF0057-Reduc on of boards and commissions. Repeals 2 educa on advisory councils. SF0067-Administra ve rules- streamlining. Requires the establishment of uniform rules for use by state agencies & boards (including WDE, SBE, & PTSB) for procedures for contested cases. BILLS WEA MONITORED THAT FAILED HB0028-State educa on accountability and assessment, and similar bill HB0085-State educa on accountability and assessment-2. Would have codified some recommenda ons from the Select & Advisory Commi ees on Educa on Accountability, as well as miscellaneous assessment & gradua on requirements. HB0058-Failure to a end school. Would have removed any criminal penal es for truancy. HB0067-School zone traffic control device. Would have required school districts to mark school zones at the beginning of the zone with a flashing amber light & at the end with a sign. HB0077-Student religious liber es. Would have allowed students to express their religious preferences in school, assignments, homework, at assemblies, etc., without discrimina on. HB0110-Superintendent of public instruc on du es. Would have eliminated the posi on of Director of WDE & returned du es to State Supt. HB0114-State board of educa on- members. Would have required the elec on (as opposed to the current appointment) of 6 of 11 State Board of Educa on posi ons. HB0136-Remedial classes. Would have prohibited UW from requiring any student who graduated from a WY high school within the previous 3 years to enroll in a remedial class not credited toward a degree. HB0162-Educa on-content and performance standards. Would have made the legislature the adop ng authority for student standards, program standards for special needs students, & standards & performance levels for HS gradua on & ered endorsements. HB0179-Privacy in educa on. Would have required express wri en parental consent prior to collec on, storage, access or sharing of a student's educa onal or personal info. SF0012 Engrossed-State educa on program. Would have prohibited the State Board from commi ng the state to federal oversight & regula on, including in the development & implementa on of standards. SF0052-Campaign Finance. Would have allowed campaign contribu ons before the primary for those not par cipa ng in a primary. SF0081-Employer access to social media accounts. With certain excep ons, would have prohibited employers/prospec ve employers from reques ng or requiring any employee/prospec ve employee to grant access to their personal social media account. SF0098-State board of educa on- membership. Would have made 10 of 11 State Board of Educa on posi ons elected rather than appointed. SF0102-State high school sports- playoffs. Would have required that all high school state sports playoff games be played on facili es mee ng all standard specifica ons established for the regular season. SF0106 Engrossed-State educa on administra on. Would have created a taskforce to make recommenda ons regarding the impact of the Supreme Court decision around the "Hill Bill" (SF104).
