Eliminates the bonded indebtedness mill levy supplement & capital leasing grant programs. HB0003-Alterna ve schools (Similar bill HB0082-Alterna ve schools-2 was not introduced). As of 7/1/14, eliminates the moratorium on alterna ve schools under the block grant funding model. HB0005-Educa on-required school bus video equipment-2. Effec ve SY 2016- 17 & a er, requires school buses to be equipped with external video camera systems; internal video systems are op onal. HB0042-School facili es appropria ons. Provides appropria ons for school facility projects for 7/1/14- 6/30/16. HB0043-Children in need of supervision-age. Increases the age limit for purposes of Children In Need of Supervision (CHINS) provisions from 17 to 18 years of age. HB0046-Public employee pension plans-contribu ons. Increases contribu on amounts for state re rement plans, including those for school districts, community colleges, & UW. HB0173-Schools-administra on of epinephrine. Authorizes districts to adopt policies allowing school nurses & designated persons to administer epi- pens to students experiencing severe allergic reac ons. SF0003-School facili es-collabora ve commi ee process. Requires school boards to use a local collabora ve advisory commi ee process for school facili es planning. SF0004-School finance-local resources. Exempts district revenues received under post-secondary educa on op on programs from local resources included in school founda on funding computa ons. SF0005-Teachers-na onal cer fica on pay incen ve. Clarifies that instruc onal facilitators, cer fied tutors, librarians, and counselors qualify for state reimbursement of the NBCT pay incen ve. SF0013-Hathaway scholarship program-enrollment expansion. Allows the use of Hathaway scholarships for summer school. SF0055-Hathaway student scholarship program-award increase. Increases the Hathaway Scholarship award amounts. SF0061-Veterans-resident tui on provisions. Allows an honorably discharged military veteran to qualify for resident tui on at UW & the community colleges under certain circumstances. SF0078-The Jason Fla Act-2. [Similar bill SF0002-The Jason Fla Act was not introduced.] Requires all teachers & administrators to receive at least 8 hours of suicide preven on educa on every 4 years. SF0079-Educa on-student data security-2. [Similar bill SF0036- Educa on-student data security was not introduced.] Requires WDE & WY Dept. of Enterprise Services to develop an educa on data security plan. SF0091-Digital informa on privacy-task force. Creates a taskforce to study digital informa on privacy. SF0092-WCCC director-ex-officio memberships-2. [Similar bill SF0062- WCCC director-ex-officio memberships was not introduced.] Requires the CCC director to serve in an ex-officio capacity on the UW Board of Trustees & the State Board of Educa on. BILLS WEA SUPPORTED THAT FAILED HB0026-Educa on-early childhood programs, & similar bill HB0081- Educa on-early childhood programs-2. Would have required coordina on of state funding for early childhood programs & established 2 grant programs. [Most of these provisions were later adopted through a footnote in HB0001.] HB0045-Minimum wage. Would have increased the minimum wage. HB0092-Public schools-crisis management plans. Would have required the establishment of statewide guidelines on school crisis management & emergency preparedness. [Most of these provisions were later adopted through a footnote in HB0001.] HB0099-Worker's compensa on for special educa on teachers. Would have added worker's compensa on coverage in the extra-hazardous occupa ons category to teachers, other professional staff, & educa on assistants who provide services to special ed. students. HB0117-School finance-school resource officers. Would have provided funding for school resource officers for enhancing the protec on & safety of students, faculty, & staff. HB0174-Merit career-technical scholarships. Would have established the Merit Career-Technical Educa on Student Scholarship Account & an endowment account. HJ0004-Textbooks. Would have proposed a Cons tu onal amendment to clarify that only local districts may prescribe textbooks & curriculum, & that the State cannot infringe on local personnel decisions. SF0073-Campus security study. Would have required the Community College Commission & UW to jointly conduct a study of the security of UW & the community colleges. SF0119-Educa on-mandatory kindergarten. Would have required school a endance star ng at age 6 instead of 7, & would have made kindergarten mandatory for all students. BILLS WEA OPPOSED THAT PASSED –NONE. BILLS WEA OPPOSED THAT FAILED HB0066-Severance tax. Would have reduced certain severance tax rates & repealed some exemp ons. HB0097 Subs tute #1-Educa on-state administra on. Would have established a new standards-development & – adop on process, & required WY to withdraw from the Smarter Balanced consor um. HB0111-School safety and security. Would have allowed the possession of firearms by employees (including volunteers) possessing a valid concealed carry permit on school district property. HB0119-Repeal gun free zones in schools. Would have allowed any person at least 21 years old with a valid WY concealed carry permit to carry a concealed weapon in any K-12 or HE athle c event or facility. HB0124-Educa on-content and performance standards. Would have made the adop on of state standards subject to review by the Legislature. HB0168-Stop common core ini a ves in Wyoming. Would have prohibited the adop on of Common Core State Standards, nullified those already adopted, stopped par cipa on in Smarter Balanced, & established a new standards-adop on process.
