Historically, a teacher's evaluation is confidential and can- not be released except internally within the district for personnel mat- ters or externally as evidence in a court action. Performance-Based Pay • Beginning in 2014-2015, a teacher's perfor- mance classification, which is determined by student testing data, shall account for 33 percent of a teacher's classroom site fund performance pay. • When evaluation is used to determine com- pensation, there must be an appeal process. As introduced, HB2823 required that the entire 40 percent of the performance-based compensation be made strictly on the teacher's performance classification. AEA understands that performance-based pay plans usually involve not only individual teacher goals, but also grade-level, school, and sometimes district goals. AEA reverted changes to the Classroom Site Fund back to a school district decision- making process. In addition, the original bill re- moved the teacher input and approval element of the performance-based compensation system AEA added language to the bill to require school districts to ensure the person evaluating the teacher is trained and qualified. at the local level. AEA got the language put back in the bill (the 70 percent approval vote by teachers). At the same time school districts are adopt- New Standards and Test ing these new evaluation tools, Arizona is implementing new curriculum standards and assessment mechanism. These new standards in English language arts and mathematics, the Common Core Standards, are expected to be fully implemented next school year. As part of this process, Arizona will be replacing the AIMS test with the Assessment of Readiness for College and Careers (PARCC).
