Officers, Regional Directors, RETIRED DIRECTORS, Alternate Directors, ALTERNATE RETIRED DIRECTOR, State Directors of the National Education Association, Alternate State Directors of the National Education Association, and members-at-large shall be elected at the annual meeting of the Delegate Assembly. Nomination Section 2. Candidates seeking election to a position as an AEA Officer, State Director of the National Education Association, Alternate State Director of the National Education Association and any individual who may wish to seek an AEA officer position that could become available (vacant) through the election of a current AEA officer to a different AEA officer position, shall file in writing a statement of candidacy with the AEA Executive Director… Nominations for Regional Directors, RETIRED DIRECTORS, Alternate Directors, ALTERNATE RETIRED DIRECTOR, and Members-at-Large shall be made from the floor of the Delegate Assembly on the first day of the annual meeting. Candidates for officers, state directors of the National Education Association, and Alternate State Directors of the National Education Association that complied with the March 1 deadline for candidate filing shall complete the nominations process by being nominated from the floor of the Delegate Assembly on the first day of the annual meeting. A candidate for an At-Large Director shall indicate for which position he/she is a candidate. If the number of candidates nominated equals the number of positions to be filled, the chair shall declare such candidates elected except for at-large positions. If, after a regular election, the number of candidates for the member-at-large positions nominated equals or is less than the number of positions to be filled, the chairperson will declare those candidates elected. A second election will be held for any remaining positions. 34 Summer 2012 ❘ AEA Advocate C-2012-02 Article II Section 1 OFFICERS Submitted by the AEA Board of Directors Rationale: To allow for AEA budget and operational flexibility as a result of membership changes. ARTICLE II - OFFICERS Officers Section 1. The executive officers of the Association shall be a President, a Vice President, and a Treasurer. The President and Vice President shall serve full time. THE VICE PRESIDENT MAY SERVE FULL TIME. Their salaries shall be determined by the Board of Directors Proposed Amendments to the AEA Bylaws BA-2012-01 Article II Section 8 COMMITTEES Submitted by AEA-Retired Rationale: AEA governance representation is founded on the principle of one person-one vote so that all members have an equal voice within the association. This amendment is necessary to implement the Proposed Constitutional Amendment that establishes a Retired Director for a more fairly-balanced representation on the AEA Board of Directors. ARTICLE II - COMMITTEES Compliance Review Committee Section 8. A Compliance Review Committee, composed of at least five (5) members representing different regions, shall meet annually to review the electoral regions for the election of Regional Directors to the Board of Directors in order to assure compliance with the concept of one person- one vote and to verify AEA compliance with the minimum affiliation standards of the National Education Association. The responsibilities of the Compliance Review Committee shall be: a. to divide the total active plus retired membership, as of January 15 of each year, into appropriate governance regions for election of Regional Directors to the Board of Directors; b. to review annually, prior to February 1, the membership composition of the governance regions for election of Regional Directors to the Board of Directors; B-2012-02 Article I Section 5 MEMBERSHIP Submitted by the AEA Board of Directors Rationale: To accurately reflect the change to collecting membership dues via methods other than payroll deduction. ARTICLE I - MEMBERSHIP Section 5. The membership year shall extend from September 1 to August 31 of the following calendar year.
