Get on Permanent Early Voter List Avoid lines at the polls by signing up to receive an early ballot in the mail. Early ballots can be mailed in or turned in at any polling location on Election Day. Register to get on the Permanent Early Voter List and you will receive an early ballot in every election. 1.
