SUMMER 2016 | WEAnews 10 Upon the upcoming retirement of Southwest UniServ Director Carol Jelaco in August 2016, WEA is pleased to announce that Joe Clingenpeel has been selected to fill her shoes. Immediately prior to coming to WEA, Joe has taught 6th grade for five years at Monroe Intermediate School in Green River, WY. Before teaching, Joe spent 16 years in both local and federal law enforcement. His most recent law enforcement job was with the United States Secret Service, where he was a Special Agent in both the Investigative Division and the Protective Division. During his time with the Secret Service, Joe provided protection for current and former presidents and first ladies of the United States. He also provided protection for numerous foreign heads of state while they visited the United States. Joe spent three years on active duty and two years in the reserves with the United States Air Force. He was a B-52 navigator while on active duty and a KC-135 navigator in the reserves. Joe grew up in northern Indiana and graduated in 1988 from Indiana State University with a BS in Criminology. He graduated in 2010 from Grand Canyon University with a Master's Degree in Elementary Education. Joe has been married to Denise for 29 years and they have two sons. One son is a sophomore at the United States Air Force Academy, and the other is a senior at Green River High School. The University of Wyoming has been offering some classes via online meetings, including an Educational Leadership class for Wyoming administrators. Last fall Converse County School District #1 Superintendent Dan Espeland approached WEA's Ken Decaria with an idea: would WEA do a presentation for this class on Employee Improvement Plans? The WEA UniServ Directors often work with these plans, some of which are poorly written, unfair or simply unattainable for our members, so after a short discussion we agreed to put together a presentation. All of the UDs plus Kathy Scheurman and Ken Decaria made a list of what an Improvement Plan should look like, as well as examples of what should NOT be included, and we were ready to start. Judy Trohkimoinen was appointed the lead on the project and, with lots of input, developed a PowerPoint presentation to use. On the day of the presentation, all of the UDs met at the Casper office and were on hand for the question-and-answer period. Typically, presentations last 30 minutes with 10 minutes allowed for questions; that day the presentation was about 25 minutes with an equal time for questions! It was most helpful to have David Holt, Carol Jelaco, Jean Peterson and Greg Herold there to answer questions because it not only showed that WEA is a united front, but introduced WEA staff members from across the state to administrators who hadn't yet met them. Administrators on the call asked good questions and were clearly interested in writing better plans. WEA emphasized that plans should be designed in a way that if an employee takes them seriously, they can grow and meet the challenge. The live presentation was well received. Both the presentation and the recording of the discussion are archived in the UW Echo program for anyone in the program to access. WEA has already requested to do a presentation on SLOs (Student Learning Objectives) sometime in the 2016-17 school year and will likely feature one of our SLO Cohort I teachers. WEA Presents on UW ECHO for Educational Leadership After 10 years serving as the SW Region UniServ Director, Carol Jelaco is retiring. Carol taught 34 years in Sweetwater County prior to coming to WEA. Carol has been a WEA/NEA member for over 44 years and says she looks forward to becoming an active WEA Retired member.
