ACTION WEA Calls For Increase In Education Funding The Wyoming Education Association, along with other members of the Wyoming Education Coalition, is asking the Governor and the Wyoming Legislature to provide an External Cost Adjustment (ECA) during the 2014 legislative budget session. An ECA is an adjustment to the school funding model to account for inflationary changes in the cost of living and of providing education services. Wyoming schools have not seen an ECA in over four years (the last increase occurred in the 2008–2009 school year), despite the constitutional mandate that requires the state to adjust the school funding model for inflation. "This is not an optional element in school finance, but is mandated by the decision of the Wyoming Supreme Court," stressed Kathy Vetter, WEA President.
